Urban plans will secure an inclusive, resilient future for Pemba and Nacala 

  • The cities of Pemba and Nacala in Mozambique have formally handed over detailed urban plans during stakeholder events in November 2025. 
  • GCIEP co-created the plans with residents who shared their visions for the future of their neighbourhoods and communities. 
  • The strategic documents will guide the development of the cities, modernising urban services, improving public spaces and enabling investment.

New urban plans delivered to two of Mozambique’s fast growing coastal cities will unlock investment and guide sustainable growth for the next 20 years. 

The Green Cities, Infrastructure and Energy Programme (GCIEP) co-developed urban plans for Pemba and Nacala through an extensive participatory process, ensuring the voices of local residents, community leaders and civil society directly shape the vision for their cities. 

On 12 November 2025, the Municipality of Pemba hosted the official handover of detailed plans for the neighbourhoods of Maringanha and Metula. These plans establish clear guidelines for territorial organisation, promoting the rational use of land and the development of essential infrastructure, including green spaces, housing and commerce. 

The event was presided over by the Mayor of Pemba, Satar Abduligani, who highlighted that this process will guide urban growth in a structured manner. 

“By receiving these detailed plans today, we also assume a greater responsibility: to transform planning into concrete action, to translate lines and maps into organised streets, accessible services and opportunities for all,” he said. 

Following this, on 19 November 2025, the Municipality of Nacala received its urban structure plan during a ceremony led by the President of the Municipal Council, Faruk Momade Nuro. The document sets out a long-term vision of more than 20 years, seeking to reflect the real needs of the population and the demands of modern cities. 

Addressing the assembly, the President emphasised that the plan represents “a milestone of responsibility and future vision”. 

He reaffirmed the municipality’s commitment to promoting a more inclusive, organised and resilient Nacala, noting that the plan will serve as a key management tool to guide future investments and ensure city expansion aligns with environmental requirements.
