Towards the development of renewable energy in Egypt: GCIP brings together UK and international energy experts

The Green Cities and Infrastructure Programme (GCIP) hosted the Egypt Energy Regulatory Authority (EERA) and energy experts from across the GCIP alliance for a workshop, where they discussed the planned implementation of Renewable Energy Guarantees of Origin (REGOs) and Wheeling in EERA’s regulatory framework.

OFGEM asked GCIP to host the workshop on 8 February, as part of the EERA UK visit. The aim was to provide UK and international energy expertise to help implement REGOs and Wheeling into Egyptian energy regulations, with the overarching goal of providing more equitable, reliable, and affordable clean energy for all Egyptians.

In July 2022, a joint statement was signed between the EERA and OFGEM to help reform Egypt’s renewable energy regulations as part of the UK-Egypt Cooperation Agreement, signed in 2020. OFGEM agreed and delivered a Phase I workplan through a series of workshops held in 2022 and 2023.

Phase II will expand the UK-Egypt renewable energy partnership to deliver capacity building activities. These will strengthen the EERA's internal capability to deliver on its new mandate – to ensure the availability, efficiency and quality of electricity in Egypt and that needs are met at a suitable price.

The workshop allowed UK energy experts to make connections with key members of the EERA and strengthened the working relationship between all parties.

The GCIP team presented recommendations and organised a panel of UK and international energy experts to advise the EERA on the topics mentioned, as well as areas beyond the original scope, including electric vehicle charging and price tariff setting. There were useful discussions on the implementation of these mechanisms to maximise improvements in economic competitiveness of clean energy suppliers and improve energy security. This, in turn, will speed up the uptake of clean energy nationally and support the national clean energy transition.

Next steps

In partnership with the EERA, GCIP will produce an implementation roadmap for REGOs and Wheeling, building on the relationships formed as part of this workshop and providing EERA with access to UK and international expertise to help the authority achieve its goals.
