The commercial and development case for combining ODA and non-ODA in FCDO programming

This programme case study summarises learning from GCIEP on using a blended funding model, combining official development assistance (ODA) and non-ODA funds, which has enabled a dynamic response to partner government requests. While the majority of GCIEP spend has been ODA, focused on development objectives, in a number of cases GCIEP has deployed non-ODA, with a focus on levelling the playing field for international business opportunities, including those in the UK.
