Land administration systems in Ethiopia

This work was carried out under the Infrastructure and Cities for Economic Development (ICED) facility.

ICED supported DFID country offices, central teams and ODA-spending Other Government Departments to deliver DFID’s Economic Development Strategy by scaling up programming and investment in infrastructure and cities. It operated between February 2016 and July 2019.

This background paper provides a historical overview of land administration systems in Ethiopia, before focusing in on key rural and urban institutions, land use planning, land tenure, land registration and certification and expropriation and compensation issues. This summary is based on a broader scoping report looking at the critical land issues in Ethiopia, commissioned through ICED.
