Stakeholders met to strengthen governance to improve urban mobility in Surabaya.
On 26 February 2025, the GCIP Team in Surabaya successfully hosted a focus group discussion on the mandate, assets and institutional structure of the ITA for the GKS+ region. Held at the Four Points Hotel Surabaya, the session brought together key stakeholders from the East Java Provincial Government and city-level agencies to refine the ITA framework before its submission to the Governor of East Java.
Indonesia’s public transport system suffers from fragmentation, with responsibilities divided across transport modes (road, rail and bus services) and administrative levels (province vs. city). This lack of coordination leads to inefficiencies in policy implementation and service delivery. Without an intermediary institution, integrating transport services remains a challenge. Establishing an ITA is a crucial step towards addressing these gaps, ensuring a unified, well-coordinated transport system that enhances mobility and economic productivity.
The focus group discussion gathered key agencies, including the Transportation Agencies of Surabaya and East Java, the Development Planning Agencies, and the Economic Bureau of East Java. Their insights will help shape an ITA model tailored to Surabaya’s needs while incorporating global best practices. Julian Smith, a GCIP Transport Expert, highlighted that while ITA structures vary worldwide, their success hinges on strong stakeholder commitment and political support. This session played a critical role in aligning priorities and refining the ITA concept.

The proposed ITA is expected to enhance public transport efficiency, benefiting both policymakers and operators. By creating an intermediary institution to bridge governance gaps, GCIP is laying the groundwork for a more integrated and effective transport system in GKS+. Moving forward, GCIP will incorporate stakeholder feedback into a refined ITA proposal for the Governor of East Java. Further discussions and capacity-building sessions will ensure continued engagement from all key stakeholders. The next focus group discussion, scheduled in April 2025, will focus on finalising the ITA's institutional framework and financing mechanisms, marking another key milestone towards a sustainable and well-coordinated transport authority in Surabaya.
