- GCIP has created the Project Funding and Financing Options Framework to help Bappenas secure funding and financing for infrastructure projects.
- On 23 January 2025, GCIP held a dissemination workshop in Jakarta to introduce the framework to various directorates under the Bappenas Development Investment and Financing.
- Feedback from the workshop will help finalise the framework and inform the creation of a digital tool to enhance its usability and accessibility.

The Government of Indonesia is keen to meet the twin challenges of urban expansion and climate change with sustainable and resilient infrastructure. However, the country’s Ministry of National Development Planning, known as Bappenas, has struggled to systematically identify appropriate sources of funding for infrastructure projects. The selection of inappropriate funding and financing schemes has often led to complications during the implementation of projects, slowing Indonesia’s creation of sustainable, resilient and liveable cities for its citizens.
As part of its commitment to provide tangible support to the Government of Indonesia, the Green Cities and Infrastructure Programme (GCIP) created the Project Funding and Financing Options Framework (PFFOF). This bespoke tool will enable Bappenas to apply a more systematic and rigorous process to securing funding and financing for infrastructure projects.

On 23 January 2025, GCIP held a dissemination workshop in Jakarta to introduce PFFOF to various directorates under the Bappenas Development Investment and Financing team and to gather their feedback on the framework. The event was attended by 53 in-person participants.
The GCIP Indonesia team will now use the lively discussions and constructive feedback from the workshop to finalise the PFFOF, ensuring it meets the specific needs of Bappenas. Workshop participants have also asked GCIP to turn the framework into a digital tool to enhance its usability and accessibility, thereby improving its practical application.
Once finalised, the PFFOF will stand as one of GCIP’s significant contributions to the Government of Indonesia. The tailored strategic insights and practical solutions it provides will help Bappenas build a more sustainable, resilient future for Indonesia’s cities and the 160 million people who call them home.
