GCIP training supports infrastructure reconstruction in Ukraine

• Since October 2023, a GCIP partnership trained 110 Ukrainian government officials in the Five Case Model (5CM) methodology.
• The Ukrainian Reconstruction Agency has since incorporated 5CM into its own guidance.
• Beginning in August 2024, the training is now being rolled out to at least 300 stakeholders across Ukraine.

The Green Cities and Infrastructure Programme (GCIP), as part of its mission to support sustainable cities and resilient infrastructure, successfully collaborated with several partner agencies to aid infrastructure reconstruction efforts in Ukraine. The partnership – which included the Foreign, Commonwealth and Development Office, Infrastructure and Projects Authority (IPA), PwC UK and the PwC network firm in Ukraine – delivered Five Case Model (5CM) guidance and training to the Government of Ukraine.

Since October 2023, 110 Ukrainian government officials have successfully completed an accredited, week-long 5CM Foundation training course and its exam for a relatively low cost. The training provided by the GCIP partnership has significantly enhanced the officials’ understanding of 5CM and its potential application in Ukraine. The participants have now themselves become champions for 5CM, leveraging their networks to reach key ministers and regional authorities, extending the impact of the guidance and training.

The Ukrainian Reconstruction Agency has also incorporated 5CM into its guidance and has decided to make it part of their digital project preparation system. All tailored 5CM guidance and training has been translated into Ukrainian and adapted to the Ukrainian context, approved and signed off by IPA and the Association for Project Management. This training is not just a response to current high demand, but a strategic move to standardise the approach towards infrastructure project requests throughout the country. This, in turn, supports the preparation of a pipeline of bankable infrastructure projects in Ukraine for future reconstruction efforts and economic development.

The vision extends far beyond these immediate outcomes. Beginning in August 2024, the training is now being rolled out to a further 300 stakeholders across Ukraine. The long-term aim is to institutionalise 5CM as the standard practice for all stakeholders involved in Ukraine's infrastructure projects. Achieving this will require a shift in policy in Ukraine to champion 5CM as the gold standard for the project development GCIP aims to support.

In this way, the IPA-led collaboration has been instrumental in enhancing the government’s capacity to execute infrastructure projects using international best practices, creating a pipeline of bankable projects and standardising the approach to these initiatives. Through these efforts, GCIP and its partners are not just rebuilding infrastructure; they are laying the foundations for a resilient and prosperous Ukraine.
