COST – Infrastructure Transparency initiative

Transparency is one of the UK’s strengths in infrastructure delivery. CoST – the Infrastructure Transparency Initiative is a UK-based global initiative that helps governments improve how infrastructure projects are disclosed, scrutinised and understood.

Public infrastructure investment can deliver better services, stronger economic growth and improved climate resilience. But where project information is limited or difficult to access, it becomes harder to know whether projects are being planned, procured and delivered effectively. This can weaken public confidence, reduce value for money and make it harder to build credible investment pipelines.

CoST works with governments, civil society and the private sector to improve transparency, participation and accountability in infrastructure. Its approach focuses on multi-stakeholder working, publication of data, independent review of data and social accountability, helping turn infrastructure information into practical insights for better decision-making.

Alongside other UK methodologies that support stronger project preparation, appraisal and delivery, CoST helps strengthen the governance environment around infrastructure investment. Its tools and standards support better disclosure, accountability and participation across infrastructure planning and delivery.
