The Centre of Expertise’s programmes
The Green Cities, Infrastructure and Energy Centre of Expertise is made up of six programmes. Together, they provide the widest possible range of UK expertise on sustainable cities and resilient infrastructure – from clean cooking technology to accountable infrastructure investments.
Green Cities and Infrastructure Programme
The Green Cities and Infrastructure Programme (GCIP) is the Centre of Expertise’s flagship programme. GCIP leads the implementation of short-term, ‘targeted offers’ responding to the needs of partner governments across Africa, Asia and the Caribbean, as well as multi-year, systemic interventions in six ‘deep offer’ countries: Ghana, Indonesia, Mozambique, Philippines, Vietnam and Zambia.
GCIP also provides the UK Expertise Offer, improving the reach of critical expertise throughout UK Government departments, agencies and partners.

Climate-Compatible Growth Programme
The Climate-Compatible Growth Programme (CCG) is a £95 million UK Aid-funded research programme producing evidence, data and tools in support of strategic investment in sustainable energy and transport systems to meet the development priorities of the Global South. The CCG works globally, and specific CCG partner countries include Ghana, India, Kenya, Lao PDR, Vietnam, Zambia and, from 2025, Malawi and Nepal.
Infrastructure Transparency Initiative
The Infrastructure Transparency Initiative (CoST) is one of the leading global non-profits improving the transparency, participation and accountability needed to deliver quality infrastructure that improves lives and strengthens economies. CoST works with partners at national and subnational levels across multiple continents.
Modern Energy Cooking Services
Modern Energy Cooking Services is an eight-year research programme, funded by UK Aid, that works in close partnership with NGOs, governments, academia and research institutes, the private sector, policy representatives and communities in 16 countries to accelerate a transition from biomass to genuinely clean cooking.
Transforming Energy Access
Transforming Energy Access is a research and innovation platform supporting the technologies, business models and skills needed to enable an inclusive clean energy transition. It increases access to clean, modern energy services for people and enterprises in sub-Saharan Africa and South Asia, improving lives, creating jobs and boosting green economic opportunities.
Urban Climate Action Programme
The Urban Climate Action Programme (UCAP) supports 24 cities in 16 countries across sub-Saharan Africa, Asia and Latin America to implement ambitious climate action plans for carbon neutrality by 2050 as well as prepare low-carbon infrastructure projects to reduce emissions and increase resilience. Part of the UK’s international climate finance commitment to developing countries, UCAP is backed with £27.5 million of new UK government funding.
