Options paper: Sustainability in FCAS infrastructure programming

This work was carried out under the Infrastructure and Cities for Economic Development (ICED) facility.

ICED supported DFID country offices, central teams and ODA-spending Other Government Departments to deliver DFID’s Economic Development Strategy by scaling up programming and investment in infrastructure and cities. It operated between February 2016 and July 2019.

This guidance note is intended to inform donor programme design and delivery decisions for infrastructure in fragile and conflict-affected states (FCAS).

It provides good practice guidance on how to design and deliver sustainable infrastructure. It includes an examination of five possible delivery models for funding long term operations and maintenance of infrastructure, and the relative merits of each for fostering sustainability.
