Local communities and stakeholders from Nacala city, Mozambique, took part in an urban development scenario planning workshop for their neighbourhoods on 23 and 24 July 2025, delivered by the Green Cities, Infrastructure and Energy Programme (GCIEP) and Nacala Municipal Council.
Nacala boasts one of the deepest natural ports on the East African coast, allowing it to handle large maritime vessels, which coupled with a growing industrial base, make it a crucial hub for trade and transportation. Beyond its industrial and logistical importance, Nacala also has clear tourism potential with picturesque beaches and vibrant coral reefs.
The city is in the process of planning its urban development for the next 20 years and has launched an ongoing consultation process gathering insights, concerns, contributions and feedback from local communities and stakeholders.
The workshop gathered more than 100 people, including representatives from national and regional government, neighbourhood committees, academic institutions, private sector organisations, religious and traditional leaders, private sector organisations, telecommunications companies and the Mozambican Armed Forces.
The working team, guided by GCIEP and other experts, discussed and debated three potential urban development scenarios for the city, with a consensus being reached to prioritise port and logistics, followed by industry, and then tourism.
The Mayor of Nacala Municipality, Faruk Nuro, commented:
“The workshop was marked by a spirit of collaboration and shared responsibility. We call on our cooperation partners to remain by our side, bringing innovation, knowledge and solidarity, as the development of Nacala is a mission for all of us.”
Following the workshop, there will be a public hearing to present the prioritised scenarios, as well as the proposed next steps for the city's development.
