Mapping resilience: GIS training empowers Beira’s senior municipal staff

Senior municipal staff in Beira complete GIS training to strengthen urban resilience through mapping.

As part of the technical assistance offered by the Green Cities, Infrastructure and Energy Programme (GCIEP), a geographic information systems (GIS) training course was delivered from 2–6 June in Beira City, Mozambique. The workshop aimed to enhance the technical capacity of senior municipal staff across multiple departments, including:

  • Construction and infrastructure
  • Coastal protection, risk and disaster
  • The Office of Studies and Assistance

This initiative sought to equip professionals—including architects, engineers, environmental specialists, and technicians—with practical GIS skills to support more effective data collection, spatial analysis and planning processes. Participants learned how to create evacuation maps, analyse risk-prone areas and generate data layers to inform strategic decision-making.

By developing these capabilities, the municipality is now better positioned to plan proactively, allocate urban spaces based on evidence, and adopt a more integrated approach to disaster risk reduction and sustainable land use. The training also enables internal knowledge transfer, reinforcing long-term institutional capacity.

Beira has faced a series of devastating natural disasters in recent years, including cyclones and coastal flooding. The integration of GIS into municipal operations marks a critical step in advancing urban resilience, allowing for more targeted interventions and efficient use of resources. This investment in capacity building ensures that Beira progresses toward becoming a safer, more sustainable and better-prepared city.
